A roadmap to support social business was introduced to the Ministry of Economic Development

A document titled “Support for access of non-governmental organizations to the provision of social services” was developed upon the initiative of the Agency for Strategic Initiatives

By 2018, the number of children attending non-government preschool institutions in Russia can increase tenfold (up to 15%). Share of funding allocated to non-governmental educational and recreational organizations from regional budgets will increase by thirtyfold and the number of regions implementing PPP practices in the social sphere will increase to 70 from the current 13.

Such targets are contained in the roadmap “Support for access of non-governmental organizations to the provision of social services”, developed upon the initiative of the Agency for Strategic Initiatives (ASI). The document was submitted to the Ministry of Economic Development of Russia, ASI reports.

Among the main results to be achieved by 2018, there is more than eightfold increase in the funding of social protection programs implemented by private organizations and NGOs.

It is proposed to increase share of costs for medical aid on provided by non-governmental organizations by almost 7 times - up to 20% of total expenditure on implementation of regional programs of compulsory medical insurance, at the same time NGOs in funding for education and recreation in the total amount of funds allocated for these purposes from regional budgets should not be less than 15% (today - 0.5%).

The road map contains a wide range of measures aimed at supporting socially-oriented non-profit organizations and social entrepreneurship in Russia. Among the proposed initiatives are the transfer of public social facilities into the management of private organizations and NGOs on the basis of concession agreements, interest rate subsidies and government guarantees on loans, as well as the introduction of certificates for citizens to obtain “non-governmental” social services.
