The Civic Chamber of the Russian Federation proposes to organize a labor exchange for retirees and involve business into the creation of jobs for elderly people. “Less than 1% of entrepreneurs are involved in the social sphere. The government could stimulate entrepreneurs who provide jobs to elderly people, for example, by preferential taxation” – said the chairman of the Civic Chamber’s Commission on Citizens’ Social Support and the quality of life Vladimir SLEPAK during a round table discussion devoted to the results of the State Council on the Development of Social Protection System.

The Civic Chamber members expressed concern about the adoption of a new law on the principles of social services to citizens, which will come into force on January 1, 2015. The experts recalled that after its adoption social service funding will be allocated from the regional budget. Thus, it turns out that the poorer regions will not be able to implement some of the programs and support retirees. They also noted that care centers are required to have special rooms for rehabilitation and sports, and these centers could provide free legal aid to retirees.

Following the discussion, a special working group was established in order to gather information on the main issues in the field of social protection in the region and report it to the heads of all relevant agencies.
