A draft law on social entrepreneurship was submitted to the State Duma

The document's authors believe that its adoption will increase social responsibility of business to society and help address the country’s critical social problems

A draft law on social entrepreneurship and the forms of its state support was submitted to the State Duma. The document was submitted ​​by a group of representatives of both chambers of the Federal Assembly.

According to the document, which text is available in the electronic database of the Duma, it is expected to introduce the concept of “social entrepreneurship” into the Russian legal framework, which means “socially oriented activities of small and medium-sized businesses, designed to achieve social goals, solve social problems, including support for persons who are in a difficult life situation.”

At the same time it is said that such activities must meet at least one of the conditions indicated in the draft law. The first - ensuring employment of persons with disabilities, mothers with young children, children from orphan’s homes, etc. and their share in the total number of employees should be not less than 50%. The second condition implies that as the main economic activity such entrepreneurs must deal with social services, the development of physical culture and sports, medical technology, cultural and educational activities, social adaptation of certain groups of citizens, etc.

Setting these conditions “is necessary for reduce the risk of imitation of socially oriented activities by unscrupulous entrepreneurs in order to obtain government support and thus discrediting social entrepreneurship,” - says the explanatory memorandum to the draft.

“Adoption of this law will increase social responsibility of business to society and help address the country’s critical social problems”, - the document's authors say.
