A plan for implementing the Strategy for Innovative Development of the Russian Federation for 2015-2016 has been approved

Russian Prime Minister Dmitry Medvedev signed a plan for implementing the Strategy for Innovative Development of the Russian Federation for 2015-2016, which is the second stage of the Strategy 2020. The plan was elaborated by the Ministry of Economic Development of the Russian Federation

Implementation of the plan will contribute to the development of the basic elements of innovation support in Russia, the dynamic formation of socially oriented innovation economy. The plan includes measures to improve the education system, promotion of research, research & technological and innovative activity, formation of a system of state support for research & technological creativity of children and young people, ensuring effective implementation of innovative development of state-owned companies, formation of mechanisms to stimulate demand for innovation, modernization of the structure of R&D sector, development of the financial infrastructure for innovation, creation of mechanisms to support the legal protection of the results of promising commercial projects of Russian innovative companies, increasing the degree of Russia’s integration into the global processes of creation and use of innovations, implementation of development programs of innovative regional clusters.

The Strategy for Innovative Development of the Russian Federation until 2020 was approved by the Decree of the Government of the Russian Federation on December 8, 2011 № 2227-r.

During the first stage of the Strategy implementation programs of innovative development for 60 major state-owned companies were approved, 35 technological platforms were created, a system of grant support and debt financing of innovative business projects was established in the frames of the government program “Development of industry and increasing its competitiveness” and development institutions activity.

 Development institutions created a comprehensive support system for long-term projects at key stages.

 Implementation of action plans (“road maps”) to develop new industries has been launched.

 In the frames of supporting innovative development of territories, 25 pilot innovative regional clusters were established, which are located in 20 regions of the Russian Federation.
