Russia is to introduce a limit on the number of foreign workers in construction

A restrictive quota for foreign workers in the domestic construction industry will be introduced for the first time. Next year migrants, who are admitted to the construction, should not exceed 65% of the total number of employees. This provision is contained in the draft law of the Ministry of Labor and Social Protection of the Russian Federation, which is published on a single website for the disclosure of information by public authorities.

Allowable share of foreigners in each area is to be determined by relevant agency. In this case, it was the Ministry of Construction, Housing and Utilities of the Russian Federation. The ministry believes that the reduction of investment in construction, ranging from industrial facilities to public buildings will soon reduce the need for foreign workers in the industry.

In addition, experts expect the decline in the construction, which means that in 2016 it could lead to a redistribution of the Russian unemployed workers, which again shows the decrease of foreigners on building sites.

The draft law also proposes to set restrictive quotas for other industries. For retail of beverages, including beer and tobacco, a number of foreigners should not exceed 15% of the total number of employees. For the cultivation of vegetables – 50%, for work in sports industry – 25%, for road freight transport and passenger land transport – 35 percent.

It is forbidden to hire foreign workers in three areas. They are retail of pharmaceuticals in pharmacies, trade in non-stationary facilities and markets, as well as outside stores, stalls and markets.

It is planned that the draft law will come into force in November 2015. The text specifies that all businesses will have time to bring the number of foreign employees in accordance with the law. Deadline – January 1, 2016.
