All multifunctional centers will provide services to small and medium business
On 12 October 2015 at the meeting with vice prime ministers Prime Minister of the Russian Federation Dmitry Medvedev announced the signing of the decree, according to which the Federal Corporation for the Development of Small and Medium Business (SME Corporation) will be able to render its services through multifunctional centers providing state and municipal services.
According to the Decree of the Government of the Russian Federation of October 9, 2015 № 1078, Ministry of Economic Development of the Russian Federation within two months should approve the form of an agreement between the Federal Corporation for the Development of Small and Medium Business and multifunctional centers. SME Corporation, in turn, within two months is to determine the range of services that will be provided in the frames of this procedure, as well as to formulate the requirements for their provision. The document stresses that the additional fee for documents processing in the framework of the provision of services through multifunctional centers will not be charged.
Multifunctional centers will use the same standard throughout Russia and they should become at least an element of consultancy support for entrepreneurs. The centers will consult on how to receive state support, as well as on how to collect and submit relevant documents. Many aspects of multifunctional centers’ transition to the single standard of work are not clear yet, but it is known that the new principles of work should be used from the beginning of 2016.
Russian Government believes that this measure will improve the quality and accessibility of services provided by SME Corporation and will also reduce the financial costs for citizens and organizations.
Let us remind that the Federal Corporation for the Development of Small and Medium Business was established in June 2015 on the basis of the Agency of Credit Guarantees and SME Bank. The main tasks of the new structure are the development of financial, infrastructure, property, legal, methodological and other support for small and medium business. One of the goals of SME Corporation is contributing to the increase in the share of small and medium business in the procurement of public corporations and state-owned companies, as well as their “subsidiaries”. Alexander Braverman was appointed to be the Head of the Federal Corporation for the Development of Small and Medium Business.
