The President opened the Far East for investors

Government will provide significant preferences to investors in the Far East, said Vladimir Putin at the plenary session of the Eastern Economic Forum in Vladivostok on 4 September 2015. Не urged to improve business climate in the region considerably including through to creation of free ports at key harbors. The President also proposed to the partners from the Asia-Pacific region to establish major research centers like CERN – so that they could function not only in Europe.

The government introduces a new type of support for light industry

Companies related to the light industry (textiles, clothing, footwear, leather and fur production) will receive additional support from the state. The companies will be able to take loans for the purchase of materials at reduced rates. This decree was signed by the Prime Minister of the Russian Federation Dmitry Medvedev.

Letter to the Federal Service for Alcohol Market Regulation asking for legalization of alcohol sales via Internet was signed by All-Russian Non-governmental Organization of Small and Medium Business "OPORA RUSSIA", Union of of Alcohol Producers, Committee of Alcohol Producers and the Union of Winegrowers and Winemakers.

Authorities found a way to reduce red tape for business

Ministry of Economic Development of the Russian Federation developed the concept of reducing business costs associated with reporting requirements. Now these issues are regulated by more than 800 acts in total, in general it is about a thousand forms of reporting, according to a feasibility study attached to the document. The main cause of excessive pressure on business, according to the Ministry of Economic Development, is the excessive amount of data that must be submitted too often and to different regulators, and the fact that these requirements regularly change. Annually the company has to provide approximately 49 billion “reporting lines”, which takes more than 6.2 billion hours, according to the materials of the Ministry of Economic Development.

Import of fruits from Moldova to be resumed

From 7 August 2015 Russian Federal Service for Veterinary and Phytosanitary Surveillance (Rosselkhoznadzor) allowed Russian import of pears, quinces, apricots, cherries, peaches, nectarines, plums and fresh thorns from a number of Moldova’s enterprises, the corresponding decision was published on the website of the Service.

The State Duma proposes to introduce progressive income tax

Progressive personal income tax, in case if income for one person exceeds 24 million rubles, can be introduced in the next year. This provision is contained in the draft law № 851098-6 “On Amendments to Chapter 23 of the Tax Code of the Russian Federation regarding the introduction of a progressive scale of tax on personal income” submitted to the State Duma of the Russian Federation on July 30, 2015. Corresponding amendments to the Tax Code of the Russian Federation were proposed by the deputies of “Fair Russia” faction.

Import substitution has not become the benchmark for Russian SMEs

In June 2015 “Alfa-Bank” conducted research "SME Pulse”. The survey involved 1,828 companies and entrepreneurs with revenues up to 350 million rubles per year. The results of the research indicate that the majority of small companies in Russia continue to use imported supplies, despite weakening of the ruble.

Delayed payment of taxes fits into the patent system

The Government of the Russian Federation is ready to soften the consequences of delay in the payment of taxes for individual entrepreneurs who use the patent system of taxation. This follows from the Government comment on a draft federal law № 688038-6 “On Amendments to Article 346.45 and 346.46 of the Tax Code of the Russian Federation”, which was introduced by the Legislative Assembly of the Chelyabinsk region. Whereas the authors of the initiative insisted that individual entrepreneurs should not be deprived of the right to a preferential order in the event of late payment of taxes, the Government of Russian Federation is ready to give entrepreneurs 30 days to eliminate the delay.
