Innovations to be defined in 2016

On 3 December 2015 in Moscow, during the IV Congress of Nanotechnology Industry Enterprises the General Director of the Federal Corporation for Small and Medium Enterprises Development Alexander Braverman told the participants that it is necessary to determine the starting point, decide what is considered to be innovation in relation to business.

According to Alexander Braverman, it is necessary for effective operation of state mechanisms of innovative enterprises support. This definition, according to him, should be approved by Russian lawmakers at the spring session of 2016. At the same time, Alexander Braverman highlighted that SME Corporation has no right of legislative initiative, but the Corporation participated in all necessary work related to the development of long overdue draft law. Chances are high that early next year the Russian State Duma will pass a law that would give a coherent interpretation of innovative production. New secondary legislation on preferences and incentives for these industries and such products will be adopted and the existing one amended based on this definition.

During the same event the Head of the Federal Agency for Technical Regulation and Metrology Aleksey Abramov and the Head of “RUSNANO” Anatoly Chubais handed twenty Russian innovation companies the marked sign “Russian nanotechnology production”, which confirms localization, quality and safety of goods, as well as the fact that it was produced using nanotechnology. the initiative works for two years: for the first time 24 Russian companies received such a mark in 2014, this year – another twenty companies. These are companies from various regions: Moscow, Novocheboksarsk, the city of Aramil (Sverdlovsk region), Perm, Chelyabinsk, Kazan, Bryansk region, Korolev, Izhevsk, Perm, Nizhny Novgorod, Belgorod, St. Petersburg, Vladimir, Astrakhan, Tambov, Togliatti, Voronezh, Moscow…

The Head of the Federal Agency for Technical Regulation and Metrology Aleksey Abramov made it clear that such a mark is not a reward, but it has common objectives with the federal program of voluntary certification “Russian quality mark”, which is been developed now. This is a certificate of professional recognition and a sign of compliance with the requirements in the field of high-tech business. In contrast, Anatoly Chubais mentioned about “nanowash” and similar fake innovations that only imitate the trend, but are not connected with “RUSNANO” and have no other aim except the desire to take money from a client or customer...

This time the Forum of the Nanotechnology Industry Enterprises is held under the motto “Technology Entrepreneurship: Contemporary Challenges and Success Factors”. One-day program included a panel discussion, a number of “round tables” and ended with a visit to the Ministry of Industry and Trade of the Russian Federation where the members of Congress learned about current and upcoming mechanisms of state support for innovation from the first hand.
